The Future of Seed-Keeping in Meghalaya

Highlighting the key role of women farmers in seed conservation in the face of the climate crisis, this Beyond the Plate session discussed how local communities are coming together in Meghalaya to preserve traditional knowledge and work towards food sovereignty.

Across Meghalaya, women farmers have played a central role in preserving seeds and sustaining agricultural biodiversity through methods passed down over generations. These traditional practices have allowed the seeds to adapt to local soil conditions and become more climate-resilient, while helping maintain agro-biodiversity and food security for communities. These seed banks also reduce the farmers’ dependence on unreliable private markets, which account for 75 percent of sales today, and have faced criticism for privatising the commons.
Organisations like North East Society for Agroecology Support (NESFAS)—a grassroots organisation dedicated to revitalising, safeguarding, and promoting Indigenous Peoples’ Food System (IPFS)—have recognised the importance of these local, heirloom seeds and seed-keeping practices, along with communities’ desire for food sovereignty, and have responded by launching initiatives that provide the infrastructure for preservation.
The NESFAS-supported community seed bank in Mulum, a village nestled in the Jaintia Hills of Meghalaya, holds 57 different varieties of seeds, including millets, rice, herbs, and vegetables, giving farmers across the region access to cultivate a wider range of crops and more secure livelihoods. However, these community seed banks are not without their challenges. Their success largely hinges on factors like climate and landscape, geographic accessibility, and, most importantly, community ownership. Additionally, despite its importance, the work of women farmers has often gone unrecognised by both the public and the state, making it harder for them to access institutional and policy support.
This Beyond the Plate session held as a part of The Locavore’s Woman Farmer Project discussed the relevance of community seed banks in the face of the ongoing climate crisis and established the role of women farmers in upholding the food supply chain while also passing down this knowledge to the next generation.

Belonging to the Mulum community, Kong Hamsniawpher Suchiang is the Secretary of the Iaraplang Community Seed Bank and the President of the Cluster Level Federations (CLFs). She is recognised as a strong and respected leader with the ability to inspire and influence women and other community members to work together in unity. She ensures the conservation of diverse seed varieties, while also increasing awareness among community members about the importance of biodiversity and sustainable farming.
“The community seed bank is not just a place for storing seeds. It is also a way of keeping the traditional seed varieties and knowledge alive. It ensures that the traditional seed varieties are available to the next generation.”
Kong Hamsniawpher shed light on how community seed banks emerged across Meghalaya as community leaders, like herself, recognised that the existence of traditional seeds and knowledge were becoming rare in the local food systems. “The aim was to preserve and safeguard indigenous seeds and encourage seed exchange among farmers and communities and promote their sustainable use,” she said. While farming communities have been practising methods of seed preservation over generations, according to Hamsniawpher, there is a need to promote these methods to meet current challenges. She also discussed the importance of organisations like NESFAS in supporting and providing resources to establish these seed banks.
When communities are able to cultivate the local seeds together, in the same field, they are able to produce a larger number of diverse seeds. Once the community has enough seeds, the members also work together to sun-dry them, and store them in airtight containers to use them for the next plantation season. Currently, the seed bank that Hamsniawpher runs in Iaraplang has 87 varieties of seeds. It has also encouraged farmers outside of the seed bank to contribute and exchange seeds among themselves after every harvest.
Hamsniawpher shared the careful process through which the seed banks are managed. It includes taking inventory of each seed entering and going out of the seed bank. It also includes maintaining a cash register and keeping a record of the financial transactions of the seed banks. In each meeting that happens monthly, the members come together to discuss and make decisions and each of these gatherings are recorded.
Organisations like NESFAS have also played a critical role in training and establishing these managerial processes. All 18 members of the Iaraplang Community Seed Bank are women. Women farmers are crucial in maintaining these seed banks as they have traditionally been responsible for managing seeds in their households and hold the knowledge and care to do so. Now the women are also making efforts to spread awareness on storing and preserving the seeds among the next generation.
The community seed banks, however, are not without their obstacles. The climate crisis and pest infestation continue to pose a major challenge for seed banks. According to Hamsniawpher, it has also taken some time for the community members to make the shift from household seed-keeping to storing seeds as a community. Many farmers are only able to cultivate crops that are enough just for household consumption. Everyday labour also takes up most of their day, leaving them with little time to contribute to the seed bank. Moreover, as landscapes change, the younger generation is also becoming increasingly distant from traditional farming practices.
Hamsniawpher emphasised the need for farmers and community members to strengthen farming practices together so they can preserve good quality seeds in larger quantities. As the success of the community seed banks is dependent on receiving a hybrid variety of seeds, Hamsniawpher encouraged farming communities to exchange seeds with each other through the seed bank. “This way we can preserve the seeds that are vanishing,” she said.
Gratia E. Dkhar, Senior Associate (Programmes), NESFAS

Gratia E. Dkhar hails from Meghalaya and belongs to the Jaintia and Karbi tribes of Northeast India. She is a Senior Associate (Programmes) at NESFAS, working at the intersection of agroecology, Indigenous Peoples’ Food Systems (IPFS), biodiversity conservation, and community-led sustainable development. She works closely with Indigenous communities, custodian farmers, and knowledge holders to document biodiversity, revitalise traditional knowledge, and promote sustainable landscape management.
“Communities who are conserving seeds are not only protecting crops, they are also protecting the culture, nutrition, biodiversity, and resilience.”
Gratia highlighted the role that community seed banks play in preserving existing biodiversity. According to her, community seed banks pay attention to the preexisting diversity of crops, rather than focusing on uniformity. “Agriculture today is increasingly focusing on growing a few high-yielding varieties. While these crops might give production in controlled conditions, they are unable to handle the shock of climate change,” Gratia said. “But indigenous seed systems maintain diversity, and provide genomes containing varieties that are drought-tolerant, that mature early, and are pest-resistant,” she added. “They give us crops that are more suited to the landscape, adding to the nutritional diversity.”
According to her, seed banks emphasise the importance of seed sovereignty that leads to food sovereignty, thus allowing the community to choose what they want to grow. Seed banks enable farmers to be less dependent on private markets and move toward nutritional security by connecting people back to their local landscape. For indigenous communities, the relationship they share with the land is different; seed banks are a way of reviving this connection, Gratia explained. This also helps the youth and children to learn about the practices that their ancestors have been doing around traditional farming calendars.
The knowledge that communities hold around selecting the healthiest plants, using the right material like bamboo for storage containers, identifying the right climatic conditions and pest control according to the colour, shape, size, of specific seeds, have been passed down over generations through oral knowledge, Gratia pointed out. This knowledge has not been made available in formal institutions, but has been shared with the youth through exposure to working in the fields with their parents. However, Gratia highlighted that there is a need to combine traditional knowledge with formal knowledge, and that we need to pay closer attention to how we see food. We are exposed to homogenised and ultra-processed food, when we need to shed light on the diversity available to us. Today, there is the risk of many indigenous plants becoming extinct if community and household seed banks are not encouraged and supported.
Discussing the current policy landscape around seeds, Gratia explained that seeds are seen as highly commodified objects. For a long time, our policies have prioritised only seeds that are highly productive and certified. On the other hand, indigenous communities prioritise “a philosophy of community ownership, reciprocity, sharing, and cultural relationships,” she said. Our policies need to recognise seeds as traditional heritage rather than commodities, and recognise seed banks as an institution that require resource, funding, and technical support. Indigenous knowledge needs to be recognised as formal knowledge and not just as local knowledge. It is very scientific and impactful. According to her, this will only be made possible when community members are recognised beyond beneficiaries and consultants and are given space as decision-makers.
“Sharing knowledge should not be confused with surrendering knowledge,” Gratia said. When communities share knowledge, it should be protected and its ownership should lie within the community. Local communities should decide how the information should be shared and accessed, based on principles of informed consent. Indigenous farming methods have recognised complementary roles for both men and women. While men manage more laborious tasks in the field, women have been involved in selecting, storing, drying, and preserving seeds and crops. They also hold the critical knowledge around nutrition. We need to recognise this knowledge and support it. We must look beyond just recognition—women farmers should have the opportunity to create policy and design the structure that governs their lives, Gratia said.
Gratia also discussed the different ways in which NESFAS is making it possible for the youth to access traditional knowledge from their elders. Co-created with the local community, NESFAS runs Agroecology Learning Circles or ALCs in 100 villages where elders of the community come together to document and map traditional knowledge and share it with young children. “We call it the brain of the village that drives the food systems,” Gratia said.
During the panel, Gratia encouraged the youth to visit and learn from their local communities. “Let’s build a network where we build pride among farmers. Their knowledge is not primitive but a solution to the changing world,” she said. “We want the villages to become a living laboratory where communities can participate in multiplying the seeds. We want the youth to become the next generation of seed guardians.”

- In the face of the climate crisis and shifting rainfall patterns, there is an immediate need to preserve traditional and indigenous seeds before we lose the nutritional diversity that local food systems have to offer. In this reality, community seed banks—where farmers can contribute a diversity of healthy seed varieties and store them using traditional knowledge so they can be preserved for the next generation—become critical.
- Maintaining seedbanks in the current landscape poses a number of challenges including the climate crisis, lack of resources, infestation by pests, and hesitation from the community. While the process of shifting from household seed-keeping to community seed banks is gradual, it is important to ensure that good quality seeds are preserved in large numbers.
- Women play an important role in maintaining seed banks as keepers of knowledge. For generations, women farmers have been preserving seeds in their own households. Their inputs on seed selection and climate adaptability as well as their recognition of the unique care that each seed variety needs is critical.
Learnings
- A food system that only prioritises seeds that have higher productivity and are economically viable, will not be able to handle the shock of a changing climate. Only seeds and crops that are adapted to the climate and are compatible with local geographies will be able to provide food security as well as sovereignty.
- Policy and institutional knowledge should recognise the importance of indigenous knowledge beyond romanticisation and include the role of local communities, especially women as decision makers. Through consent and respect, women farmers should be able to decide how this knowledge is shared and made accessible.
- The youth of the community should be seen as the future guardians of indigenous seeds and crops. They should look at seeds not just as commodities but as the future of farming.
